Gongguan shopping district, known for its affordable street food, trendy clothing stores, and sports shops, is a favorite hangout spot for students from National Taiwan University, National Taiwan Normal University, National Taiwan University of Science and Technology, National Taipei University of Education, Shih Hsin University, and National Chengchi University. This year, the expanded ChillOut Festival 2024, held on September 28 and 29, will feature more than 150 participating shops and stalls in Gongguan, offering a 20% cashback on single transactions made with EasyWallet, exclusive store discounts, exciting lucky draw prizes, and free limited-edition festival merchandise. The event will also include over 100 stalls at Taipei’s largest cultural and creative market, the “Comma Market,” bringing together the entrepreneurial and creative energy of young people. With nine music stages, the festival offers the ultimate experience of great food, shopping fun, and an effortless and enjoyable music experience at Taipei’s largest urban music festival.

The Taipei Water Department stated that this year's ChillOut Festival 2024 has been expanded for the first time with strong support from the Taipei City Office of Commerce and the Hydraulic Engineering Office. Local businesses and civic organizations, including the Gongguan Shopping District Development and Promotion Association, Gongguan Night Market Self-Governing Association, and Shuiyuan Market Self-Governing Association, have also joined in. So far, over 150 stores and stalls have offered food and product vouchers worth over NT$500 for attendees to win through lucky prize draws after checking in on social media. The ChillOut Festival 2024 aims to serve as a catalyst that unites public and private sectors, showcasing the power of music and culture in southern Taipei amidst the city's dynamic blend of tradition and modernity.

This event is a collaborative effort organized by the Taipei Water Department, the Hydraulic Engineering Office, the Office of Commerce, EasyCard Corporation, the Gongguan Shopping District organizations, as well as music venues through public and private partnerships. The government has funded three large, free stages, while private entities have independently organized three ticketed stages and three free small stages, totaling nine stages with performances by 100 artists. The free “Autumn Water” stage in the Taipei Water Park and the ticketed “Autumn Moon” stage at the Gongguan Waterfront Plaza will both feature hip-hop performances, catering to the tastes of today’s youth. Two hip-hop icons will headline the festival over the two days. This year, "Soft Lipa" has chosen to exclusively perform at the ChillOut Festival, making it his only appearance of the year. Another highlight includes the debut collaboration between "Leo Wang" and "Daxien the Illusionist," blending hip-hop and magic in a unique performance that can only be experienced at ChillOut Festival.
